move tupyakov's page under users/ (says 'hello' in Russian), remove surplus page

Is there any reason why the inline plugin's template parameter couldn't take any pagetemplate templates, meaning those in use by the template plugin? Right now it seems that inline templates have to be `.tmpl` files on the filesystem.
