Fix htmlscrubber_skip to be matched on the source page, not the page it is inlined...

Is there any reason why the inline plugin's template parameter couldn't take any pagetemplate templates, meaning those in use by the template plugin? Right now it seems that inline templates have to be `.tmpl` files on the filesystem.
